The Korea Heritage Service has implemented stricter filming rules at cultural sites after a controversy involving the KBS drama, “The First Night with the Duke.” Damage to historical sites during filming prompted the new regulations, which aim to better protect these valuable locations.

New Rules for Cultural Site Filming

Following damage at the Byeongsanseowon Confucian Academy and the Mandaeru Pavilion, new rules now govern filming at designated cultural heritage sites. These rules require:

  • Mandatory written pledges from production companies.
  • Detailed filming plans submitted in advance.
  • Deployment of safety personnel during filming.
  • Strict measures to prevent damage to sites.

The First Night with the Duke Controversy

The controversy stemmed from the KBS drama, “The First Night with the Duke,” starring Ok Taecyeon and Seohyun. In December 2024, it was revealed that the production team had driven nails into wooden structures at the Byeongsanseowon Confucian Academy, a UNESCO World Heritage site, to secure props. This action caused public outrage and led to the new, stricter regulations.

Specific Regulations and Requirements

Production companies must now submit a filming request at least 15 days before their scheduled shoot. This request needs to include:

  • The specific location of the shoot.
  • The purpose of filming at the heritage site.
  • A complete schedule of setup and takedown times.
  • A detailed list of all equipment to be used.
  • Safety measures implemented to prevent damage.

Local authorities will review the application, and approval will only be granted after a thorough risk assessment. Production teams must also sign a written pledge, accepting full liability for any damage.

Safety personnel must be present during commercial shoots or those involving 10 or more people. These personnel must have qualifications in architecture, landscape architecture, history, or archaeology, or be affiliated with local governments as cultural heritage interpreters.

The new rules explicitly ban the use of nails, screws, or any metal fasteners on wooden heritage buildings, foundations, and stone walls. High-risk items, such as cigarettes, lighters, and gas canisters, are also restricted.

The Korea Heritage Service emphasized that these guidelines will serve as standard protocols for granting filming permits and educating production teams.
