The fall finale of Chicago P.D. Season 13, titled “Impulse Control,” left viewers on a cliffhanger after Officer Eva Imani walked into a dangerous situation. The episode, which aired on November 12, 2025, saw the Intelligence Unit racing to build a case against a suspected serial killer, Raymond Bell, while Sergeant Voight faced a personal threat that could end his career.
A Troubling Case Reopens
The episode brought back a chilling figure from a previous case, Raymond Bell. Voight and his team had previously arrested Raymond’s son, Gary, for a series of violent crimes. Before his death, Gary implied that his father was the one who made him into a killer. In the fall finale, Voight’s suspicions about Raymond were confirmed when a new murder occurred near the Bell home.
The victim was a young man whose hands had been brutally crushed, a method identical to the attacks carried out by Raymond’s late son. This led Voight and Officer Imani to believe that Raymond was not only dangerous but had also conditioned his son to be violent. Their investigation uncovered a pattern of missing persons, with at least twelve people potentially linked to Raymond.
A Ghost in the Basement
A key break in the case came from a former gardener for the Bell family. The man revealed that Raymond had a wine cellar in his basement but never stored any wine there. He ominously stated that “people go in and they don’t come out,” referring to them as “ghosts.”
One of these ghosts was a missing nurse named Aurelia. The connection was confirmed when Raymond’s young granddaughter, Julie, told Imani during a hospital visit that she had seen the “ghost” of Aurelia in the basement. Imani, growing increasingly concerned for Julie’s safety, gave the girl her personal phone number.
Imani Takes Matters Into Her Own Hands
Despite the team’s efforts, the legal system moved slowly. After a tense interrogation, the most the unit could get was a court order to place a tracker on Raymond’s car. Imani was furious at the lack of action, believing Julie was in immediate danger.
Her fears were realized when she received a late-night call from Julie’s phone. On the other end, Imani heard only heavy breathing and disturbing noises before the call cut off. Defying Voight’s orders to follow protocol, Imani went to the Bell house alone. She broke in and found Julie’s phone abandoned in her room. As she searched the dark house, a sudden noise echoed behind her, leaving her fate unknown as the screen faded to black.
Voight’s Past Comes Back to Haunt Him
Parallel to the case, Voight dealt with a personal crisis. He received another anonymous envelope containing a childhood photo of himself in the hospital, beaten and injured. The message scrawled over it read, “Resign or this goes public,” and accused his father of being an abuser.
With help from Trudy Platt, Voight tracked the blackmail to Commander Devlin, a desk-bound superior with a grudge. This revelation sets up a major personal conflict for Voight, forcing him to confront a painful history while his career is threatened.

In one of the episode’s standout sequences, the entire Intelligence team worked together to question Raymond Bell. Knowing he was a narcissist who would enjoy outsmarting them, they lured him to the station by saying they had new information.
Each officer took turns grilling him for hours about different victims and locations. Raymond remained confident until Voight pretended to be confused and mixed up the details. Raymond corrected him, accidentally admitting he had been to a park connected to one of the disappearances after previously denying it. This small slip gave the team enough to get the tracker, but not enough to make an arrest.
