A recent development in the case of excessive security measures surrounding Byeon Woo Seok, a well-known South Korean actor, has led to the prosecution of two individuals involved in the incident. The head of a private security firm and an associate are now facing legal action after a chaotic scene unfolded at Incheon International Airport in July. The incident, which occurred as the actor was departing for his first fan meeting tour in Hong Kong, has raised questions about the responsibilities and boundaries of private security teams in public spaces.

The July Incident

The event in question dates back to July 12, 2024, when Byeon Woo Seok, who gained widespread recognition for his role as Ryu Sun Jae in the popular drama Lovely Runner, was leaving for a fan event called Summer Letter. As the 33-year-old actor made his way through the airport, his security team allegedly went to extreme lengths to shield him from the public, creating a significant disruption.

According to reports from the Incheon Police Agency, the head of the private security company and his team were accused of employing aggressive tactics. These measures included blocking gates, shining bright lights at passengers, and even attempting to check boarding passes and control access to certain areas, such as the airport lounge. The commotion caused by these actions interfered with other passengers, drawing criticism and sparking a legal investigation.

Legal Consequences

Initially, four people were booked in connection with the incident, including the head of the security firm, two guards from his company, and a freelance security guard. However, after a thorough legal review, it was decided that only two individuals—the head of the security firm and an associate—would face prosecution. They have been charged with violating the Security Services Industry Act, which outlines the legal limitations for security personnel.

Although there were initial discussions about possibly adding charges of obstruction of business and coercion, the authorities opted not to pursue these additional counts. Nevertheless, the prosecution marks a clear stance on the inappropriate and overreaching behavior exhibited by the security team during the incident.

The Security Services Industry Act

Under South Korea’s Security Services Industry Act, security personnel are required to perform their duties within strict legal boundaries. They must ensure the safety of their clients without infringing on the rights of others or using excessive force. The actions taken by Byeon Woo Seok’s security team violated this act by obstructing the free movement of other passengers and overstepping the legal scope of their authority.

A police official noted the seriousness of the matter, stating:

“We will continue to take strict action against illegal activities by private security firms that jeopardize the safety of airport passengers.”

This case has opened up discussions about how public figures and their security teams should conduct themselves in public spaces, particularly in environments like airports where the rights and safety of the general public must also be protected.
