Tom Dolan, a former U.S. Marine, is a highly skilled thief known as the “In-and-Out Bandit.” He has successfully stolen $9 million from 12 banks over eight years. Tom’s life changes when he meets Annie Wilkins at a self-storage facility. They fall in love, and wanting a fresh start, Tom decides to turn himself in to the FBI. He offers to return all the stolen money in exchange for a lighter prison sentence.

The FBI assigns agents John Nivens and Ramon Hall to his case. When they verify that the money is real, Nivens, motivated by greed, convinces Hall to steal it and kill Tom. Tom must now run for his life with Annie while trying to clear his name. He uses his military skills in explosives to set traps for the corrupt agents. In a final confrontation, Tom tricks Nivens into a car he claims is rigged with a bomb, giving time for the honest FBI agent, Sean Meyers, to arrive and make the arrest.
