The Season 4 finale of Mayor of Kingstown, titled “Belly of the Beast,” premiered on Paramount+ on December 28, 2025. The episode delivered the violent revenge fans expected for the murder of Tracy McLusky but left the wider gang conflict in Kingstown dangerously unresolved. While one major villain met his end, the power struggle for control of the city’s streets and prisons is far from over.

The finale answered the season’s central question about justice for Tracy McLusky but concluded with several characters facing uncertain futures and new threats emerging. The series has not yet been officially renewed for a fifth season.

How Kyle McLusky Got His Revenge

The driving force of the finale was Kyle McLusky’s quest for vengeance against Merle Callahan, the Aryan Brotherhood leader who killed his wife, Tracy. After a shootout at Don’s Dinerโ€”carried out by Merle’s menโ€”Mike and Kyle captured a gunman who revealed Merle was still hiding in Kingstown.

In a surprising move, Merle tried to turn himself in at the Kingstown police station, believing prison would be his safest haven. However, Captain Walter made a decisive judgment. He told Detective Ian Ferguson that “a good man can go wrong, an evil man can never go right,” and ordered Merle removed from custody as if he was never there. Ian took Merle to a rail yard, where Mike and Kyle were waiting.

In the climactic confrontation, Merle taunted Kyle about Tracy’s death. Kyle responded by shooting Merle in the groin, making him suffer before firing a final, fatal shot to the head. Actor Taylor Handley, who plays Kyle, reflected on his character’s drastic turn:

โ€œIs revenge the right move, or is revenge the wrong move? Heโ€™s going deeper and deeper into the darkness as he gets his revenge, which means itโ€™s going to take a lot to claw his way out of that.โ€

The Outcome of the Prison Gang War

While Kyle dealt with Merle, a separate battle for power raged within Anchor Bay Prison and on the streets. Bunny Washington mobilized his Crips to attack the Colombians, aiming to solidify his control. With the help of guard Kevin Jacksonโ€”Bunny’s inside manโ€”the Crips were armed and ready for a riot as Warden Nina Hobbs lifted the prison lockdown.

The prison violence had tragic consequences. Kevin Jackson, who was in the infirmary, was stabbed in the neck by one of Merle’s men and bled to death despite Cindy Stephens’ efforts to save him. Another key player, Raphael Johnson, was also severely injured in the fighting, leaving his fate unclear.

Bunny’s forces managed to capture the Colombian sicario, Cortez. However, while Bunny was distracted, Cortez freed himself from his handcuffs, killed several Crips, and escaped. This means the Colombian cartel threat, which reports directly to Cortez, remains active and dangerous.

Unresolved Stories and Character Fates

The finale left several major plot lines and character arcs unfinished. Frank Moses, the Detroit gangster who formed an alliance with Bunny, was absent entirely after being arrested in the previous episode. His current status and location are unknown.

Warden Nina Hobbs’ situation with the cartel is also unresolved. Her attempt to offer Kevin Jackson as a sacrifice for the hijacked drug shipment failed when he was killed by the AB, not the Colombians. When Nina asked Cortez if he would tell his bosses the issue was “handled,” he cryptically replied, “Iโ€™ll tell them when theyโ€™re something to tell,” suggesting her problems are just beginning.

Furthermore, Mike McLusky must now help his brother Kyle navigate life as a widower and single father while the wider gang conflict, now involving the Crips, the Colombians, and the Detroit mob, continues to simmer.
