The show does not give a clear explanation for why Sage is immune. But it makes sense for the character. Sister Sage has superhuman intelligence. She can think through thousands of possibilities at once. A mind reader would have trouble keeping up with her. Sage is also always prepared for every situation. She probably expected Ashley to try reading her mind and found a way to block it.
This puts Ashley in a difficult position. She has a powerful ability, but the one person she needs to understand is completely out of reach.

Ashley is no longer just the stressed-out CEO of Vought. She is now the Vice President of the United States. That means she is one of the most powerful people in the country, at least on paper. In reality, she is still just a tool for Homelander and Sister Sage. Her job is to stand at podiums and repeat whatever lies they want her to say.
The first two episodes show Ashley defending the “freedom camps” where Homelander is holding his enemies. She calls reports about the camps clickbait. She helps spread the story that the Flight 37 video is an AI deepfake. She does all of this while a second face whispers in her ear that she used to be better than this.
