The episode opens with a key flashback to the destruction of Shady Sands, the capital of the New California Republic. This leads Lucy directly into the territory of Caesar’s Legion, a dangerous faction modeled on the Roman Empire. The Ghoul is left injured, and Lucy is taken captive.
In other storylines, Norm works to free the cryogenically frozen staff in Vault 31, while Hank conducts experiments at the old Vault-Tec headquarters.
A Surprise White Lotus Reunion in the Wasteland
A notable moment for keen-eyed viewers occurs in the episode when the Ghoul meets a character named Biff, played by actor Jon Gries. Biff is a struggling soldier stationed at an abandoned outpost. This brief encounter is significant because it reunites Gries with Walton Goggins, who plays the Ghoul.

“I’ve known Jon for a long time, and there was an opportunity for someone of his type to participate in this story,” Walton Goggins said about the casting. “Jon was just, like, the perfect person for it.”
Showrunner Geneva Robertson-Dworet added that Gries was cast because he is a “profoundly empathetic person” who viewers instantly connect with, which was needed for the role.
