The fifth episode of Mayor of Kingstown Season 4, titled “Damned,” pushes the tensions in Kingstown to a breaking point. Mike McLusky’s efforts to protect his brother backfire spectacularly, a key witness is silenced, and a brazen attack on a train signals the start of an all-out war on the streets. The episode leaves multiple characters in more danger than ever before.
Kyle’s Prison Nightmare Escalates
The episode’s central conflict revolves around Kyle McLusky’s safety in Anchor Bay Prison. Mike discovers that Kyle is deliberately housed next to Merle Callahan, a manipulative Aryan Brotherhood leader who once mentored Mike inside the walls. Mike confronts the new warden, Nina Hobbs, accusing her of being in league with the Colombian cartel and demanding she fix the situation.
Mike’s attempt to pressure Warden Hobbs involves a staged traffic stop by Ian and Stevie, who discover and confiscate a sophisticated, unregistered gun from her car. Instead of yielding, Hobbs retaliates by having Kyle moved out of solitary confinement and into the general population prison barracks, a notoriously dangerous environment for a former police officer. As Kyle is led away, Merle calls out a final piece of advice:
โKill whatever comes close to you.โ
This move forces Kyle into a position where his only chance of survival may be to ally with the very man Mike warned him about, mirroring Mike’s own past.
A Witness is Silenced
Meanwhile, Ian Ferguson is dealing with his own crisis. Facing a grand jury indictment for the murder of Ben Morrissey, Ian learns that a food delivery man, Reggie Davis, is the key witness. Ian enlists the volatile Robert to help intimidate Reggie into silence.
The confrontation goes horribly wrong. When Reggie refuses to cooperate and threatens to record them, Robert shoots him. Robert then forces Ian to fire a shot as well, ensuring they are both complicit in the murder. The two later dump Reggie’s body in a river after removing the bullets. This act solidifies Ian’s descent deeper into corruption and violence.
The Cartel’s Declaration of War
The power struggle between the Crips and the Colombian cartel reaches a new level. Bunny is using a train system, designed by Frank Moses, to move guns and drugs. Unbeknownst to him, the cartel leader Cortez is watching the entire operation.
Cortez and his soldiers ambush the train in a secluded area, kill Bunny’s men, and set the cargo train on fire. The burning train is then sent rolling through the heart of Kingstown as a very public message. Bunny, witnessing the spectacle, immediately calls Mike, declaring that he is now ready to go to war with the Colombians.

Other significant events shape the episode. Mike has a tense meeting with Evelyn Foley, the district attorney, who confirms she plans to indict Ian and has no interest in making a deal to free Kyle. Mike also convinces Kyle’s wife, Tracy, to leave Kingstown for her own safety after she confronts him about his failed track record of protecting people.
Warden Hobbs visits Mike at his office, telling him “you win” and promising to separate Kyle from Merle. However, this is revealed to be a deceptive move, as her solution is to place Kyle in the even more dangerous general population. The episode ends with Mike and his occasional romantic interest, Cindy, watching the flaming train roll through the city, a clear symbol that the storm of violence has finally arrived.
