A simple meal at a diner turns into a deadly trap for the McLusky brothers, setting the stage for a season finale where no one is safe.
In Mayor of Kingstown Season 4 Episode 9, titled “Teeth and Tissue,” every major storyline built up over the season collides. Mike McLusky secures a major victory by putting a rival kingpin behind bars, only for his celebration to be cut short by a devastating ambush. The penultimate episode of the season, which arrived on Paramount+ on December 21, 2025, delivers one of the series’ most intense sequences yet.
Mike’s Calculated Trap for Frank Moses
Mike McLusky’s main goal in this episode is to free his younger brother, Kyle, from Anchor Bay prison. To do this, he makes a deal with District Attorney Evelyn Foley. He promises to deliver Frank Moses, the powerful crime boss from Detroit, for prosecution. In exchange, Evelyn will release Kyle.
Mike’s plan is clever and cold. He knows Frank is grieving the murder of his closest friend and right-hand man, LJ. Mike uses this grief against Frank. He identifies Lamar—Bunny’s driver who killed LJ on Frank’s orders—as the perfect bait. Mike engineers a situation where Lamar is tied up in a house. He then feeds the location to Frank, making it seem like a chance for revenge.
Frank, blinded by anger, walks right into the trap. He enters the house alone and executes Lamar. The moment the gunshot rings out, Ian and Stevie move in and arrest Frank for murder. For the first time, the Detroit kingpin who avoided law enforcement for decades is in handcuffs. This success allows Mike to fulfill his promise to Evelyn, setting Kyle’s release in motion.
Chaos Erupts Inside Anchor Bay Prison
While Mike’s plan unfolds on the outside, the situation inside Anchor Bay prison reaches a horrifying breaking point. Correctional Officer Will Breen, who has been spiraling all season, finally snaps.
After being humiliated by inmates and reassigned to clean-up duty, Breen grabs a shotgun from the prison armory. He returns to the Administrative Segregation unit and goes on a rampage. He shoots a fellow guard and begins firing into cells, killing multiple inmates.
His rampage ends at Kyle’s cell. Kyle, still catatonic from grief over his wife Tracy’s death, stands calmly, seemingly welcoming death. Just as Breen is about to pull the trigger, rookie guard Cindy Stephens shoots and kills Breen, saving Kyle’s life.
“It was scary. It was genuinely terrifying to film,” actress Laura Benanti said about filming the intense prison shooting scene. “To have to kill someone… is not an easy choice to make, but the only choice to make.”
The massacre leaves Warden Nina Hobbs standing over a line of body bags, a stark symbol of her failed control over the facility.
A Bitter Reunion and a Deadly Ambush
With Frank in custody, Kyle is released from prison as promised. Mike arrives to pick him up, but their reunion is strained and silent. Kyle is hollowed out by trauma and loss, and he cannot connect with his brother. Mike, trying to move forward, suggests they get food and then leave town. They stop at Don’s Diner to meet Ian and Stevie.
What should be a moment of relief instantly becomes a nightmare. As they prepare to leave, a masked gunman dressed in tactical gear—initially appearing as a riot police officer—opens fire on the diner. The first volley of bullets hits Stevie in the shoulder. Mike, Kyle, Ian, and the wounded Stevie are then pinned down inside the diner as the shooter continues firing. The episode ends on this cliffhanger, with the characters’ fates unknown.
Who Is Behind the Diner Attack?
The identity of the shooter is the central mystery heading into the season finale. Multiple parties have motive, but the evidence points strongly in one direction.
- Frank Moses: The most likely suspect. Despite being in police custody, Frank has the resources and a very clear motive. He knows Mike set him up for Lamar’s murder. Earlier in the episode, Frank promised to “flatten the whole goddamn town” to avenge LJ. A coordinated, militaristic attack fits his style and his stated intentions.
- The Colombians: The drug cartel has reasons to be angry with Mike. They believe someone leaked information that led to a hijacked shipment. However, a public, high-profile attack on a diner is not typically their method.
- Merle Callahan: While Callahan has a personal vendetta against the McLuskys for Tracy’s death, this kind of tactical assault does not match his known methods. He operates with brutality but not necessarily this level of sophisticated planning.
The attack proves that in Kingstown, solving one problem often creates another, more dangerous one. Mike’s success in jailing Frank may have just triggered a final, brutal war.
