The New York Giants selected him with the 335th overall pick in the 1983 NFL Draft. That made him the final pick of the draft. The last pick each year gets the nickname “Mr. Irrelevant.”

Tuggle became the first last pick to make the roster of the team that drafted him. He played all 16 games during his rookie season. His teammates voted him Special Teams Player of the Year. When fullback Rob Carpenter was injured, Tuggle stepped in as the starter. He recorded 17 carries for 49 yards and a touchdown, three catches for 50 yards, and 156 kick-return yards.
