This new form is not a completely new Gear like Gear 6. Instead, it is a different version of Gear 5. Much like how Luffy has different forms of Gear 4, such as Bounce Man and Snake Man, this is a new alteration of his awakened powers.
Luffy used this genie form to try and land a surprise attack on Imu. He shouted, “Don’t think I missed what happened in your battle against Loki. That guy’s death won’t be in vain. Gomu Gomu no Majin!” However, the transformation did not last long. Imu easily blocked the attack and countered it.

Despite the brutal ending of Chapter 1188, most fans do not believe that Luffy is dead. Throughout the series, Eiichiro Oda has put Luffy through similar situations.
The most obvious example is the fight against Crocodile in Alabasta. Luffy was defeated, left for dead, and came back stronger. Another example is the battle against Kaido in Wano. When it looked like Kaido killed Luffy, it was actually the moment Luffy awakened his Devil Fruit and unlocked Gear 5.
