Netflix is adding another British crime drama to its library. The streaming service will release Legends, a six-part thriller based on real undercover operations from the early 1990s. The show comes from Neil Forsyth, the creator of The Gold, and features Steve Coogan and Tom Burke in lead roles.
The story follows ordinary British customs workers who became spies. These regular people had no spy training. They received basic instruction and were sent to build fake identities inside the country’s most dangerous drug gangs. The True Story That Inspired The Netflix Series
The show takes inspiration from a real criminal investigation that remained secret for many years. In the early 1990s, Britain’s Her Majesty’s Customs and Excise department was losing the fight against drug smuggling. Illegal drugs were coming across borders, and the usual methods were not working.
The government tried something different. They picked regular customs employees for a secret mission. These were not trained spies or military operatives. They were normal men and women with regular jobs and family lives. After basic training, they had to build new identities inside the criminal drug world. These fake identities were called “legends”.
Neil Forsyth, the show’s creator, explained why this story caught his attention.
“I’ve written shows in the past that are about well-known events. You then tell the story behind it, that isn’t so well known. This is unique, in that the work of the Legends is barely known at all. Meet The Cast And Characters Of Legends
The show brings together a strong group of British actors. Here is the main cast and the characters they play.
Steve Coogan plays Don, the head of operations for Customs. Coogan is a BAFTA-winning actor known for Philomena, The Reckoning, and the Night at the Museum movies. His character leads the secret mission and explains what it means to become a “legend”.
Tom Burke plays Guy, a suitcase inspector who feels stuck in his ordinary life. Burke is known for Strike, Furiosa: A Mad Max Saga, and The Musketeers. His character sees the undercover operation as a chance to become someone more important.
Burke shared what drew him to play Guy.
“His draw to the recruitment poster asking ‘Could you offer more?’ feels quite universal. There’s a feeling that he’s never quite done what he needed to do; a side of him that he’s pushed down, or which has been pushed down by his environment. There’s an adrenaline junkie in there somewhere. Perhaps somebody else would just go and do a bungee jump, but he needs a bit more than that. Hayley Squires plays Kate, a member of the covert unit working on the drug trafficking probe. She is known for I, Daniel Blake and Beau Is Afraid.
Aml Ameen plays Bailey, part of the supporting team involved in the mission. Ameen has worked in The Maze Runner, Sense8, and Rustin.
Charlotte Ritchie plays Sophie. She is known for You and Ghosts.
Jasmine Blackborow plays Erin, a character connected to the undercover operation. She has appeared in The Gentlemen and Marie Antoinette.
Douglas Hodge plays Blake, an experienced character involved in a major operation. Hodge has worked in Joker, Black Mirror, and The Night Manager.
Tom Hughes plays Carter. He is known for The English and Victoria.

Netflix released the first official trailer for Legends on April 8, 2026. The two-minute video gives a strong look at what the show offers. The trailer uses music from The Prodigy to build energy and tension.
The footage shows Steve Coogan’s character Don explaining what a “legend” means. He tells his team that their new identity must become part of them. One wrong word or decision can get them killed. The trailer also shows Tom Burke’s character Guy moving from a bored suitcase inspector to a man living a dangerous double life. There are shootouts, car chases across different countries, and moments of pure fear as these untrained civilians face real criminals.
