The April 9, 2026 episode of Law & Order: Special Victims Unit brought back a familiar face. Octavio Pisano returned as Detective Joe Velasco in Season 27 Episode 17, titled “Deep Under.”
Velasco left the SVU team to work with the Drug Enforcement Administration (DEA). His return created tense moments for Captain Olivia Benson and Sergeant Odafin Fin Tutuola. The episode placed Velasco inside a dangerous drug cartel operation involving human trafficking.
Octavio Pisano Returns as Detective Joe Velasco in SVU Season 27
Octavio Pisano first joined Law & Order: SVU in Season 23 as Detective Joe Velasco. The character came from an undercover background in Ciudad Juarez. Pisano was promoted to series regular after his first three appearances.
The April 9 episode marked Velasco’s return after leaving the squad for DEA work. Pisano told NBC Insider about coming back to the show.
“I love that set and that crew and that cast. The show, the writing, the everything — it’s evolving, it’s changing, it’s growing, it’s getting better. I had everything; I had all types of scenes.”
The actor also spoke with TV Insider about filming key moments with Mariska Hargitay (Captain Benson) and Ice-T (Sergeant Fin).
“That day was a little bit of a hectic day, and at times, it felt like I didn’t even know what was left. Everything was moving so fast. But as soon as we got into the scene itself, we just locked in.”
What Happened in Law & Order: SVU Season 27 Episode 17 Deep Under
The episode “Deep Under” saw Velasco working undercover with DEA Agent Maggie Weber, played by Jerrika Hinton. Their mission targeted the Los Sin Fe Cartel, a drug trafficking organization that used women to transport illegal substances. The cartel also ran a human trafficking ring.
Velasco pretended to be a human trafficking agent to get close to cartel members. The drug lord Alejandro put his cousin Arturo Aguilar (played by Rigo Sanchez) in charge of expanding operations to the East Coast.
The SVU team received a tip from the anti-crime department. During their investigation, they ran into Velasco and almost ruined his cover. Benson realized Velasco was hiding something and ordered Fin to watch him.
Fin discovered Velasco was in a relationship with Eliana Castillo (played by Carmela Zumbado), Arturo’s partner. Velasco admitted his feelings were real and promised to rescue her from the cartel.
Velasco gave the SVU team a tip to catch the cartel members. But Arturo had already guessed there was a mole in his organization. The tip was fake, planted to expose the informant.
When Eliana was caught, Velasco revealed he was a police officer to save her. Arturo fired shots at them and was injured. Fin hit Arturo with his car, saving both Velasco and Eliana.
Arturo was arrested for his crimes. Eliana received witness protection. Velasco went to the hospital for treatment and recovered from his injuries.

“Cannes is one of the places you dream about as a filmmaker, where cinema is treated sacred. I had a poster on my wall for almost 10 years with the logo from the festival, visualizing it. And it happened. Thoughts are powerful.”
Pisano also directed and produced an upcoming film called Wet Under Blue Sky, which is expected to make the festival circuit. The film explores the theme of obsession and follows a boxer chasing his dream of becoming a champion.
“The main theme is obsession. How far can someone go in pursuit of their dreams, of that glory, and at what cost. And what is the cost? Is it worth it? What is the price we pay to be great?”

The episode ended with Velasco’s future uncertain. He was shot, recovered in the hospital, and didn’t know if the DEA would keep him. Benson told him he was too good for them to let go.
Pisano spoke about what Velasco might want next.
“I think a part of him does, yeah. I think truly what he wants the most is to go where he can do the most good. I just don’t think he knows where it’s at.”
When asked if Velasco would return to SVU, Pisano said.
“I hope so. I hope so. I don’t know.”
The actor also explained how Benson and Fin have shaped Velasco’s character over the years.
“I mean, those were the people that guided him. Those were his mentors from the beginning. It was always Fin and Benson. And I feel like since his arrival and throughout the four years he was there, it was always these scenes where he was getting wisdom from both of them, either at the same time or on separate occasions, on separate matters.”
