The latest episode of NCIS: Origins brought a shocking explosion right at the NIS headquarters. Season 2 Episode 17, titled “Rule 13,” aired on April 28, 2026, and changed everything for the team.

What started as a regular morning turned into chaos when Doug Westmont’s car blew up in the parking lot. The blast killed the lawyer instantly and nearly hurt Cliff Wheeler and Lala standing nearby. At first, everyone feared a larger attack. But the team quickly learned one terrifying truth: Doug was the specific target from the beginning.
Parking Lot Explosion Throws NIS Into Chaos
The bomb went off while Doug was visiting Wheeler to share good news about Wheeler’s son Jason. Doug had helped Jason avoid serious jail time by getting him community service for shooting a paint gun at cars. The visit was unplanned. Doug only stopped by because he was in the area. That small decision cost him his life.
Right after the blast, Wheeler took command of the scene. He made sure Jason was moved to safety and ordered everyone to evacuate in case more bombs were hidden nearby. The situation got scarier when people heard gunfire after the explosion. Investigators soon discovered it was just loose ammunition inside Doug’s car catching fire from the blast. No shooter was involved.
The team then focused on one big question: who wanted Doug dead, and why? The answer led them down a dark path involving a convicted cult leader.
Abe Pruitt’s Behind-the-Bars Scheme Succeeds
The investigation pointed toward Abe Pruitt, a conman and cult leader responsible for an earlier theater bombing. Doug had been working on Pruitt’s appeal. But when the team visited Pruitt in prison, he acted calm and claimed he never hired Doug for any legal work. He said he accepted his sentence and started a self-help group behind bars. Something did not add up.
The team then discovered a journalist had been investigating Pruitt’s original case before dying suddenly from a heart attack. The journalist’s notes, written in terrible handwriting, became the key to solving everything. Jason Wheeler surprisingly cracked the case. He admitted he learned to read messy handwriting to cheat in school, and that skill helped decode the journalist’s notes.
What the notes revealed shocked everyone. Doug had been having an affair with an Assistant US Attorney for years while working on Pruitt’s fake appeal. The real bomber, Linus Eckles, was a man connected to Pruitt through prison. The team believed Pruitt planned everything so the affair would come to light and his original conviction would be questioned.
The plan worked perfectly. Even after Linus took responsibility, Pruitt walked free. He earned a mistrial and got exactly what he wanted.
Mike Franks has always hated lawyers, and this episode showed why. Pruitt used every legal loophole to escape justice, and Doug’s shady behavior as a lawyer made it all possible. The case inspired Gibbs to create a new rule that fans know well from the original series.

Lala suggested Gibbs change it to “Never ever involve a lawyer,” adding her own touch to what became a famous rule.

While the bombing case unfolded, Wheeler dealt with a different kind of crisis at home. His son Jason had been acting out all season. He lost his FBI mailroom internship and got arrested for dangerous behavior. Wheeler and his wife kept hiring lawyers to clean up Jason’s mess instead of letting him face real consequences.
Doug had given Wheeler strange parenting advice before his death. He suggested Wheeler take Jason to a firing range to release his anger. Wheeler hated the idea. But near the end of the episode, Jason disappeared again. Wheeler found him at that exact firing range. Jason had used his father’s ID to sneak inside.
That moment changed everything between them. Jason saw his father in a new light. He watched Wheeler take charge during the bombing and command respect from everyone at NIS. For the first time, Jason understood that his dad was not weak or boring. He was a leader who ran toward danger.
Jason told Wheeler he wants to become an agent someday. He also promised to finally change his behavior. The troubled teen who caused so many problems might have found his purpose.
