‘Law & Order’ Season 25 Finale: DA Baxter Risks Everything Against a Corrupt Judge

The courtroom has always been a battlefield on Law & Order, but the Season 25 finale took the fight to a whole new level. District Attorney Nicholas Baxter (Tony Goldwyn) found himself staring down a corrupt judge with a personal grudge, forcing him to risk everything he has worked for.

The episode, titled “Liberty,” aired on NBC on May 14, 2026. It brought the long-running series to a tense finish, wrapping up a season filled with twists. While the detectives worked to solve the murder of a military hero, the real drama happened in the courthouse. As Baxter ran for re-election, his team discovered that the person in the robe might be working for the other side.

The Murder That Started the Chaos

The investigation kicked off during Fleet Week in New York City. Vice Admiral Wally Kane, a decorated Navy officer, was pushed from an elevated walkway to his death. The victim was no ordinary citizen; he had just saved two of his sailors from a bad gambling debt.

Detective Vincent Riley (Reid Scott) and Lieutenant Jessica Brady (Maura Tierney) jumped on the case. They quickly found a suspect named Mazzeo, a disgruntled business associate who had been arguing with the Admiral. However, just as they started to close in, the Federal Bureau of Investigation (FBI) walked into the precinct and demanded they let the man go.

Brady did not like that order. The agent even hinted that pushing back would be a “bad career move,” threatening her job. It turned out that Mazzeo was an FBI informant. Admiral Kane was being investigated for taking bribes, alongside his boss, Admiral Garvey. The deeper the detectives dug, the more they realized that Garvey pushed Kane to his death during a heated argument when Kane revealed the FBI knew about their corruption.

A Judge With a Hidden Agenda

With Garvey arrested, Executive ADA Nolan Price (Hugh Dancy) and ADA Samantha Maroun (Odelya Halevi) took the case to court. But Judge Kenneth Sullivan stood in their way. Played by Anthony Edwards, the judge made a series of rulings that screamed foul play.

First, he threw out the key security footage because the system was “too old,” making the image fuzzy. Then, during jury selection, he forced the prosecution to accept jurors who had already seen news coverage saying Garvey was innocent. He claimed he did not want the jury stacked against the Admiral.

Sensing something was wrong, Baxter arranged a private meeting with Judge Sullivan. Outside the courtroom, the mask came off. Sullivan admitted he wanted the District Attorney seat for himself. He still held a grudge because Baxter had beaten him for the position years ago. Sullivan was actively sabotaging the case to get revenge and ruin Baxter’s re-election campaign.

Price Makes a Tough Call to Save His Boss

Baxter was furious. He decided he was going to demand a mistrial and file criminal charges against Sullivan. He was ready to burn his political career to the ground to expose the corruption. He told Price, “Someone needs to hold the line. Why not us? Why not now?”.

But Price saw the disaster ahead. He knew that if Baxter started a war with a judge and a powerful political figure, he would lose his election and the case. So, Price went behind Baxter’s back. He visited Garvey’s lawyer at home in the middle of the night and struck a plea deal. Garvey would go to jail, but likely for only a year.

The next morning, Baxter was furious. He accused Price of betrayal. But Price explained he could not watch Baxter destroy himself. While Baxter wanted the glory of a perfect victory, Price settled for a guaranteed loss for the bad guy.

A Bittersweet Victory

Despite the deal, Baxter refused to go quietly. He held a press conference to announce the outcome. He did not celebrate. Instead, he delivered a serious speech about the state of the justice system.

“The courtroom is a place where facts still matter. Evidence still matters. Where the law quietly and deliberately does its work. And we must fight as hard as we can to protect the sanctity of this hallowed institution. Because if we don’t, this whole thing, this grand experiment, will crumble.” – DA Nicholas Baxter

The Law & Order finale did not end with a big win. It ended with a warning. Baxter saved his career for now, but he let a murderer walk free in exchange for a year in prison. He did not get to arrest the corrupt judge. He simply highlighted the cracks in the system.

Law & Order has already been renewed for Season 26 by NBC, so fans will see the fallout from Baxter’s decision next year.
